Chad Walker

H. Chad Walker was born in Boise, Idaho. As an Idaho native he spent his formative years between the family ranch in Rigby and Boise where he went to school. A Gulf War veteran, he joined the military in 1991 serving almost 22 years before he was medically retired in 2012. 


During that time, he completed a Master of Public Administration from the University of Oklahoma, Master Certificate in Conflict Resolution from Boise State University, and a dual Bachelor of Science in Computer Information Systems & Human Resource Management. After retirement, he spent 3 years working in clean water and energy projects in cooperation with the United Nations in developing projects in Tanzania, the U.A.E, and Saudi Arabia. However, his heart and family have always been in Idaho, so he made the choice to start something new.


In the Fall of 2015, he attended the Concordia School of Law in Boise, Idaho graduating with his J.D. in 2018. Passing the Idaho bar in the spring of 2019, he worked briefly as a sole practitioner focusing on Estate Planning and Business Law. However, he was presented with the opportunity to work for the Boise County Prosectors office whereby focusing his practice on misdemeanor, felony criminal prosecution and child protection cases. 

In January of 2022 he left the Boise County Prosecutors office to join the law firm of Bowen & Bailey, LLP. While he still has a foot in several areas of law, he is currently focusing on insurance defense in workman’s compensation and construction litigation. 



Scott Wigle

W. Scott Wigle, a Boise, Idaho native, graduated from Borah High School and Boise State University before earning his Juris Doctor, cum laude, from the University of Idaho School of Law in 1981. He is a member of the Idaho State Bar and is admitted to practice before all Idaho state courts, the U.S. District Court for the District of Idaho, the Ninth Circuit Court of Appeals, and the Supreme Court of the United States.


Mr. Wigle began his legal career in 1981 as an associate at Quane, Smith, Howard & Hull, becoming a partner in 1987. He remained with the firm until its dissolution in 1998, at which point he became a partner at Anderson, Julian & Hull. In March 2001, he joined Bowen & Bailey, LLP, as a partner.


His practice focuses on workers’ compensation, personal injury, and professional malpractice defense. He has also handled construction litigation, the defense of governmental entities, and appellate cases. A member of the Workers’ Compensation Section of the Idaho State Bar, he has previously served as its Chairman.


Rachel O'Bar

Rachael Martindale O'Bar was born in Thomasville, Alabama. She pursued her undergraduate degree at the University of West Florida, and then law school at Cumberland School of Law at Samford University in Birmingham, Alabama, and as a visiting student at the University of Idaho School of Law, graduating, cum laude, with a Juris Doctorate degree in the spring of 1998. Ms. O'Bar is a member of the Idaho State Bar and is admitted to practice in all courts of the State of Idaho, the United States District Court for the District of Idaho, and the Ninth Circuit Court of Appeals. In the summer of 1998, Ms. O'Bar took a position as an associate with the intellectual law firm of Pederson & Company. In 1999 she became an associate at Moore, Baskin, & Parker, and from that point forward her practice has concentrated in the area of workers' compensation law, both on the Claimant/Plaintiff's side and insurance defense. She joined Bowen & Bailey, LLP in February of 2017. In addition to her practice before the Idaho Industrial Commission and the Idaho Supreme Court, she also has experience in negotiating Medicare/Medicaid and subrogation liens and has lectured in the area of Idaho Worker's Compensation for purposes of Continuing Legal Education course work. 

 

Ms. O’Bar and her husband of more than thirty years, Rick, have two grown children and three dogs. Their early married life took them all over the country during Rick’s service in the U.S. Navy. They still enjoy travel and camping, as well as Boise’s thriving downtown activities, including hockey, BSU football, and theater/arts. 


Mike McPeek

Michael G. McPeek was born and raised in Pocatello, Idaho.  He graduated from Pocatello High School and Idaho State University. While attending ISU, Mr. McPeek worked as a reporter and editor for the Idaho State Journal, Pocatello’s daily newspaper, and was a co-recipient of the Idaho Press Association Award for Best Investigative Reporting Series of 1974. Following graduation from ISU, Mr. McPeek attended and graduated from the University of Utah College of Law.

 

Mr. McPeek has practiced law in Idaho since being admitted to the Idaho State Bar in 1979. He is admitted to practice in the following courts: all state courts in Idaho; the United States District Court for the State of Idaho; the Ninth Circuit Court of Appeals; and the Supreme Court of the United States.

 

In 1979, Mr. McPeek joined the law firm of Moffat Thomas in Boise.  His practice focused on workers’ compensation and civil litigation. He left Moffat Thomas in 2003 and joined the State of Idaho, Office of Attorney General, where he served as Deputy Attorney general in the Civil Litigation and Contracts Divisions. He returned to private practice in 2012, joining Gardner Law Office, where he practiced workers’ compensation law until 2021 when he joined Bowen & Bailey, LLP. Mr. McPeek’s practice at Bowen & Bailey focuses on presenting employers and sureties and self-insured employers in workers’ compensation cases.

 

Mr. McPeek was admitted as a Fellow of the College of Workers’ Compensation Lawyers in 2014. He is a former member of the Idaho Industrial Commission Advisory Committee.

Brooke Perkins

Paralegal/Office Manager

Brooke serves as a Paralegal and Office Manager at Bowen & Bailey. She has been working in the legal field for over 26 years. She joined Bowen & Bailey in 2014. In 2001 she obtained her certificate as a Workers’ Compensation Specialist.



Outside of the office you can find Brooke in the mountains with her family and her faithful labradoodle, Rogue. She also enjoys golfing, gardening, kayaking and most importantly, cheering on her favorite football teams.

Cara graduated from Middleton High School in 1983. She advanced her education at ITT Technical Institute, formerly known as Link’s School of Business, obtaining a certificate of completion in Legal Secretarial studies in 1984.


In 1985 she started her career in Caldwell, Idaho working for Rettig, Rosenberry, Lovan & Morfitt. In 1995 she went to work at Seiniger Law Offices, P.A. as a receptionist and legal assistant, handling primarily Plaintiff’s personal injury cases. In 2004, she went to work for Johnson & Monteleone LLP, now known as Monteleone Law Offices, PLLC where she handled Plaintiff’s personal injury, employment, prisoner medical neglect, and medical malpractice cases.


In 2023, she began a new sector in her career doing defense work at Bowen & Bailey where she is currently the legal assistant to attorneys Rachael M. O’Bar and W. Scott Wigle.

Christina Sturgill

Christina is a seasoned Workers' Compensation Paralegal at Bowen & Bailey, bringing over 13 years of specialized experience in the Idaho Workers' Compensation field. She has been certified by the Idaho Industrial Commission since April 2013 and holds an Associate of Applied Science degree with an emphasis in Paralegal Studies, earned from North Idaho College in June 2012.


In addition to her legal background, she has pursued studies in Political Science and Accounting and is certified in QuickBooks. Outside of her professional life, she is a proud parent of three wonderful children. She enjoys spending her free time embracing the outdoors—coaching youth soccer, running 5K and 10K races, paddle boarding, hiking, and camping.

Sydney Walker is currently a student at Boise State University and a legal assistant who intends on pulling a ‘Legally Blonde’ by pursuing law school once she finishes her Illustration degree. She just returned from studying abroad in South Korea, where she studied Korean law, language, and eastern philosophy.

Tiffannie, an Idaho native graduated from Centennial High School in 2010. She decided to make a career change after being a nurse for over 10 years. In August 2024, she joined Bowen & Bailey, LLP as a Legal Assistant to Michael G. McPeek.
